The honest answer
For a general recruitment agency with three or more recruiters, Recruiterflow is the better tool and the seat minimum is irrelevant. For a one or two-person agency placing nannies or household staff, it bills for staff you do not have and stops at the point where the placement becomes a booking someone has to actually turn up to.
